Alabama public sector technology professionals taking a leadership role in enhancing service to Alabama’s citizens and business partners.
Favorable economic conditions, ample workforce, strong universities and research centers, and an expanding focus on economic development provide great opportunities for both the citizens of Alabama and the nation as a whole.
By creating synergy among Alabama’s universities and research centers, in partnership with state offices, the Alabama Higher Education CIOs will collectively promote improved service delivery and economic advantages for our citizens.
The participants of this initiative believe in the overall development and growth for the state of Alabama through a strategic partnership. Our biggest focus and initiatives will be centered around investments that elevate public health, safety, education and defense for our citizens and how an effective and efficient infrastructure deployment in the digital age can make Alabama a leader in these initiatives.
By forming a strategic partnership with a unified mission, this group will be able to align and leverage strategies, infrastructure, skills, knowledge, and, above all, leadership in the effort to realize our strategic plan.
Each of Alabama’s public universities, research centers, and the State of Alabama Secretary for Information Technology are founding members of the CIO Council. To be recognized as a member, the president or senior executive of each institution will provide a written delegation of authority for his/her institution’s CIO to represent the university in matter pertaining to technology.
Council members are appointed by their institutions leadership and represent the best interests of their institutions and the State of Alabama. Members will serve on committees, attend meetings in person or electronically, and vote on all measures presented to the council. Members may vote by providing a written proxy to the Chairperson if unable to vote at scheduled times. Members are expected to participate in all council elections.
The council is comprised of a Chairperson, Executive Committee, and sub-committees appointed as required. The Executive Committee will consist of the Chairperson, Secretary, Treasurer, Permanent Members, and Elected Members. Sub-committees will be established and disbanded as required.

The Alabama Higher Ed CIO Council recognizes the need for information network services in the state of Alabama. The group has introduced a strategy considering a holistic view of these services to include but not necessarily limited to:
Emerging and future technological advances are likely to continue and accelerate the integration of information technology into the practice of education as well as into the organization, operation, management and administration of the education enterprise.
Infrastructure, quality education, critical mass of technical human capital, quality health services, and quality of life are key factors within the technoloty-related sector that the State of Alabama can focus on to enhance its economic position and improve the health of the citizens of Alabama.
Providing effective and affordable systems to help ensure public safety is an important dimension of public policy. Transportation systems, traffic safety systems, medical services, fire and rescue services all involve and are increasingly dependent on network services for their processes.
The State of Alabama operates offices in communities state-wide and provides a wide range of public administration services to the state’s citizens. Coordinating the work of these offices and establishing a foundation for modernization will open opportunies for more economical and citizen-friendly delivery of state services.
Threats to our national security are ever growing and include sophisticated cyber attacks against our most critical infrastructure and systems. These threats can only be mitigated through effective partnerships and sharing ideas, research results, threat assessments, and breakthroughs in near real time.
